They are floating a $50MM bond for the new school, I see something about USDA backing (? because it is in a rural area?)

Federal government grants and loans to institutions operating under Chapter 501(c)3 of the Internal Revenue Code do not discriminate between religious-affiliated and religious-unaffiliated institutions.

Along with the University of Pikeville, Inter American University (IAU) School of Optometry (founded in 1981) is affiliated with the Presbyterian Church USA. I was the contact officer for a National Institutes of Health grant to IAU from 1984 until 1988.
