By the articles account NC needs 13 more schools to meet the eyecare demands in NC. Why do they not allow reciprocal license if there is a shortage? So hypocritical, the whole US it seems.

The article states 12 NC counties lacking an OD. A quick google search of one of these counties, Burke County, shows 4 ODs, and a few just outside the county line.
